IPPN received the following updates from the Primary Allocations Section of the DES on Friday 16th March in relation to Circular 07/2012.

1. Clustering update
It now appears that over 95% of the overall 4,100 GAM/EAL posts will be in full-time posts (2,635 posts in stand-alone posts and over 1,300 shared posts). The DES intends to publish in a web update on Friday 23 March an updated version of Appendix C to show the location of the base schools for the shared posts.
Over the coming weeks, the Department will separately look at the opportunities for clustering any residual GAM/EAL hours into full-time shared posts under a Department led clustering process. This can also help to facilitate the redeployment of any remaining surplus permanent teachers. The Department's Geographic Information System (GIS) will be used to assist this work.
2. Appeals Board Meeting
The first meeting of the Staffing Appeals Board will be on Wednesday 18th April 2012. The closing date for submitting appeals from schools for this meeting of the Appeals Board is Friday 23rd March 2012.
3. Redeployment Panels
The DES will wait until after the Appeals Board meeting before circulating redeployment panels to panel operators. This will avoid teachers being put on panels unnecessarily from any schools that are successful in the appeals process.
It is the aim of the DES to publish redeployment panels as early as possible in the week beginning 23rd April 2012.
4. Return of completed surplus permanent teacher redeployment forms to the DES
The DES has received a lot of redeployment forms in the last few days. The Department will next week start contacting those schools that haven't yet returned a redeployment form for a surplus permanent teacher.
5. Notification of vacancies to panel operators
Schools should also have notified their permanent and fixed-term vacancies to their panel operators by 16th March. DES will provide their data on vacancies in individual schools to panel operators to assist the operation of the redeployment process. The early approval of developing posts, and the already pre-approved network of full-time resource posts, should assist this process. DES will also look at publishing a school by school list of vacancies on their website. When redeployment panels are published, DES officials will be liaising closely and pro-actively with panel operators to help get redeployment panels cleared as quickly as possible.
6. Temporary local arrangements
Over the coming weeks the DES intends to include some examples on their website of how the temporary local arrangements as envisaged in Circular 0007/2012 can operate at local school level. We will provide links to these examples on the IPPN website as soon as they are available.
