E-scéal 385 - Changes to Substitution Leave, Final Date for Staffing Appeals & Permanent Appointments

This week's e-scéal contains useful information on the following topics:

  • Managing Conflict in your school
  • Teacher Absences
  • Permanent Appointments
  • Staffing Appeals
  • Planning Prompts

Are you adequately skilled to manage conflict in your school?
Attending the Your School and Confronting Conflict seminar could be one of the single most valuable CPD events that you can possibly attend for you and your school. We all recognise the serious impact that conflict can have on our lives and the lives of others. Attending this event can change the way you manage conflict in the longer term and empower you to bring these skills to your school. Your attendance at this event will ultimately benefit you and the broader school community.

Teacher Absences - When can I appoint a substitute teacher?
Appointment of a substitute teacher for certified and uncertified sick leave absences has been a regular query by members in the last week.  A paid substitute teacher may be appointed:

  • Where a teacher provides a sick cert for the first day's sick leave absence
  • If two or more teachers in a school are absent from teaching duty on the first day of uncertified sick leave, substitute cover is provided for the second and subsequent teachers that are absent
  • On the first day of an absence of a teacher on uncertified sick leave in schools with two or less classroom teachers

In all other cases, hours provided under the revised supervision scheme (DES Circular 33/2013) will be used to cover all uncertified sick leave absences and to cover the first day of force majeure leave and illness in family leave.

Final Date for Filling a Permanent Post
Monday, 3rd November 2014 is the final date for filling a permanent post on a permanent basis.  The teacher must be appointed to the school on or before this date.  If the appointment process has not been completed before this date, the post must be filled in a fixed-term capacity for the remainder of the school year.

Before you begin the recruitment process, it is essential to ensure that the post is warranted and that the status of the post is confirmed by the DES.  Additionally, it is necessary to contact your Local Diocesan Office/Panel Operator to ascertain if a Redeployment Panel is still in operation or to receive the Patron’s approval to advertise should the Panel have been cleared.

Final Date for Submitting Staffing Appeals
Friday 3rd October is the final date for submission of Staffing Appeals for 2014/2015 school year.  Staffing appeals procedure, criteria for appeal and application forms are available in Section 4, DES Circular 07/2014.  Appeal forms can be submitted by fax (090 6484148) or email (PrimaryAllocations@education.gov.ie).  Schools that have been unsuccessful in their appeal will lose the teacher on Friday 24th October.
