20th June - Position Paper on School Leaders’ Wellbeing / Budget Submission

The 3 Rs of Summer

At this time of year, people are tired and it is so easy for tensions to build within the school community. This can mean that minor conflicts escalate quickly. Being aware of this, and how you deal with conflict, helps in managing the inevitable situations that arise more effectively. In the coming months, you may have a chance to reflect and develop a greater sense of self. If so, reflecting on the following may be of some help to you.

Position Paper on School Leaders’ Wellbeing
The longitudinal Irish Principal and Deputy Principal Health & Wellbeing Surveys 2022-2024 provide a wealth of information on the wellbeing of Irish school leaders. The most recent report shows that four of the six negative wellbeing scores of school leaders (burnout, stress, sleep disorders and cognitive stress) are now more than double the scores of the healthy working population. It also highlights that 54% of primary school leaders are within the severe or high categories of burnout.
The Advocacy & Communications committee of the IPPN National Council has developed a comprehensive position paper on School Leaders’ Wellbeing, which

  • sets out the issues that contribute to these worrying scores
  • considers their impact on leadership and school effectiveness
  • identifies the supports that are currently in place
  • highlights what is being done elsewhere
  • describes what IPPN is doing to improve the sustainability of school leadership
  • makes recommendations and proposals to school leaders, boards of management, IPPN and the Department of Education to improve wellbeing.

IPPN Submission - Budget 2025
The focus of IPPN’s budget submission this year is on the sustainability of school leadership and the funding that will have the greatest impact on school leaders’ capacity to lead and manage your schools.

The four key priorities for Budget 2025 are:
1. Make leadership ‘doable’, through role clarity, increased time and capacity for sharing leadership and enhanced governance structures
2. Adequately resource Special Education Needs provision
3. Support DEIS schools through the implementation of a DEIS+ band at primary school level
4. Increase grant funding to meet schools’ needs.

Establishment of an Educational Therapy Support Service (ETSS)

Further to IPPN’s advocacy over the past several years for school-based therapeutic supports to be provided nationally, we were delighted to see the Press Release today, 20 June 2024, by Minister for Education Norma Foley TD and Minister for Special Education and Inclusion Hildegarde Naughton TD announcing the establishment of an Educational Therapy Support Service (ETSS).

The ETSS will see the appointment, on a permanent basis, of occupational and speech and language therapists, as well as behaviour practitioners to the NCSE. Therapists will work with teachers in classrooms to collaboratively design and deliver educationally-relevant interventions for students with a range of needs.
