Filling Short-Term Substitute Teaching Vacancies

A number of calls have been received to the National Support Office regarding the difficulty in sourcing fully qualified primary school teachers to fill short-term substitute teaching positions. DES Circular 31/2011, Section 4 provides guidance to schools on the options that are available to them to fill these vacancies. These include:

  •  Schools must first seek to employ a fully qualified registered teacher who is not retired (Using TextaSub & school’s own substitute list)
  • Having exhausted all means to appoint a fully qualified registered teacher, a school may employ a retired teacher
  • Where no appropriately qualified registered teacher is available, the school may employ a teacher registered under any regulation of the Teaching Council [Registration] Regulations 2009
