IPPN Update on AON process

Update Button PNG ImageOn Thursday, 27th October, IPPN, along with the other partners in education at both primary and second level, attended a meeting with the DE and the NCSE.

The purpose of the meeting was to surface the issues which have arisen in schools around the AON process and to work to resolve these issues. The frustrations and concerns of schools, and school leaders in particular, relating to the AON process, were clearly articulated to the DE and NCSE. Some progress was made and clarity was received on a number of issues that school leaders have raised.

Assessment of Need - 26 October 2022

NCSEIPPN notes the issuing of Information Note SE 0002/2022 relating to the Assessment of Needs process and is calling for clarification to be provided in relation to a number of issues that arise.

Assessment of Need is a statutory process and every child has a right to an assessment of their needs being undertaken in keeping with the legislation. Schools have always had the opportunity to contribute to the AON process, however, there was no legal requirement to do so as those parts of the EPSEN Act had not been commenced.

The High Court ruled in June 2021 that there is a legal requirement on the education system to provide an assessment of education needs as part of the Assessment of Need Process. It is the responsibility of the NCSE to nominate an appropriate person/s to carry out the assessment of educational needs.

IPPN response to Budget 2023

Budget2023

 

IPPN prioritised four key areas for primary education in Budget 2023 –

  1. the provision of supports to make primary school leadership more sustainable
  2. the implementation of measures to ensure the continuity of provision to children
  3. the adequate resourcing of supports for children with additional needs
  4. the adequate funding of primary schools to meet the significant increases in costs.
