Autumn Meetings 2021

Currently half way through the Autumn Meetings for 2021, interesting feedback and queries have been received during the course of the meetings. IPPN will bring members key updates, discuss the current hot topics and offer support at the upcoming meetings.

Review of SET hours based on Exceptional Circumstances

A new application form has been launched by NCSE for schools wishing to apply for a review of their SET allocation in mainstream classrooms, based on exceptional circumstances. Applications will be made online via the NCSE School Support Portal.
The portal can be used by schools to apply for in-school support for whole staff, groups of staff and individual teachers. Support may be in the form of telephone and email support, video conferences and in circumstances where public health advice permits, a school visit or a whole school seminar.
An account has been created on the portal using the school’s email address. Activation details were issued to schools on 1 September 2020. Schools are advised to check their junk/spam mail folders for the activation link. NCSE is providing email support. Access the school portal at schoolsupport@ncse.ie.
IPPN Budget 2022 submission

- Funding of supports to make primary school leadership more sustainable, including:
- Facilitating supports for the clustering of small schools and implementing the proposals arising from the action research project currently being undertaken around the country
- Sanctioning at least one leadership and management day per week for teaching principals
- Securing administrative status for principals with two or more special classes & all special schools
- Increasing middle leadership capacity in larger schools
- Establishing teacher supply panels on a permanent footing and increasing their scope
- Ensuring supports for children with additional needs are fully resourced.
- Retention of pandemic supports for schools
- Adequate resourcing of supports for vulnerable children adversely impacted by the Covid pandemic.

Panel Update – Permanent & Fixed Term Vacancies

The latest panel update has been issued by the Department of Education with 18 teachers awaiting redeployment. Additional updates by the DE include:
- In panel areas where the Main Panel has cleared, any remaining permanent posts may be filled from the Supplementary panel and all fixed term vacancies can be advertised as per the terms of circular 19/2021.
- In panel areas where the main panel has not cleared, schools may advertise their fixed-term vacancies only, subject to the following line being included in the advertisement: “The filling of this post is subject to the post not being required for the main panel redeployment process” The above line is to cover the potential that a fixed-term post may still be required for a teacher on the main panel or one who may be placed on the main panel at a later stage (Section 6.3.1 of the FAQ- redeployment guidelines). The potential for this to arise is low and if it does the Department / Panel Operator will contact the relevant school(s) directly. Teachers on the main panel are not required to apply for fixed term posts advertised. The supplementary panel for these areas will issue when the main panel is cleared.
